This model can be used in preliminary MMIC designs, before you get busy running EM simulations of everything. It takes into account the pad capacitance, via inductance and the oper circuit stub that is formed beyond the via hole itself. Yes, it is not 100% accurate but it is more like 90% accurate and it does not bog down your computer.
It is possible that the foundy you ar eworking for will have a better linear model that includes more details like all the different layers of metals. More imprtantly, the foundy model will translate to a proper layout.
